Value of transformational leadership in public sector financial processes: eSIGEF approach to R&D&I projects

Abstract

Technological innovations and the re-entry to democratic life in Ecuador present a hypothetical scenario where the institutions had to take on the challenge with absolute professionalism and resolution capacity, in an attempt to provide quality services and with the agility of the case, in accordance with the management and implementation of tics facilitating the consequent action of public affairs; and in fact, at a financial level, the lack of clear direction emerges as a pertinent objective according to the structure of the institutional vision, which should become a factor that enables the adoption of the figure of transformational leadership, so that those who are incorporated into the public system at all levels, they have no room for doubt regarding the reason for being of public service institutions and the need to have true leaders of processes that enhance human resources and not departmental or office heads, who slow down or generate conflicts based mainly on issues unrelated to institutional activity. Therefore, within the framework of the leadership model that should be maintained and sustained over time by the institutions and subject to the current eSIGEF financial management tool, this article is promoted by virtue of contributing substantially to the development of public institutions, given their current situation and finding themselves lacking a level of emancipatory leadership that promotes the development of the potential of the members of an organization.
