Systemic approaches in complex adaptive models. The case of the Almeria tomato sector.

Spain is the leading producer-exporter of tomatoes in the European Union, being Almería the main European producer of fresh tomato. The sector presents in Almería asymmetry of market power derived from the dispersion and disorganization of supply, together with the process of expansion and concentration of the large distribution. In addition, there is a low similarity between the subsectors when prioritizing the success factors that would facilitate an improvement in competitiveness in their activity. There is a shortage of structural analysis in the research carried out in the last decade on this sector, so this paper seeks to know and analyze the strategic vision of its main actors. The results show that the brokers present a vision about the success factors of the sector differentiated from the rest. While they highlight the need to improve operational aspects of manipulation and the importance of the producer's experience, the other actors (farmers, entrepreneurs, technicians from Almeria and community technicians) highlight the need for a strong investment to renovate greenhouses and a strategy of commercial positioning with an emphasis on marketing. The absence of a homogeneous vision of what to do to be more competitive is the new paradigm of complex adaptive systems, which requires systemic approaches and involves new challenges for the public and private sectors, with a shared vision on sectoral priorities that contribute to the strategic planning of the sector.
